Title IX

Title IX Rights Notice

(1)  The District has designated the following person as its Title IX Coordinator:

(2) Any person may report sex discrimination, including sexual harassment (whether or not the person reporting is the person alleged to be the victim of conduct that could constitute sex discrimination or sexual harassment), in person, by mail, by telephone, or by electronic mail, using the contact information listed above for the Title IX Coordinator, or by any other means that results in the Title IX Coordinator receiving the person’s verbal or written report. Such a report may be made at any time (including during non-business hours) by using the telephone number or electronic mail address, or by mail to the office address, listed for the Title IX Coordinator.

(3) The District does not discriminate on the basis of sex, and it is required by Title IX of the Education Amendments Act of 1972 and the federal regulations promulgated thereunder not to discriminate in such a manner. This requirement extends to admission and employment, and inquiries about the application of Title IX may be referred to the District’s Title IX Coordinator, to the Assistant Secretary for Civil Rights of the United States Department of Education, or both.

(4) The District has adopted and published grievance procedures that provide for the prompt and equitable resolution of student and employee complaints alleging any action that would be prohibited by Title IX.

(a) A complaint of sex discrimination or harassment (other than a formal complaint of sexual harassment) may be reported verbally or in writing to the Title IX Coordinator by any of the means describes in item (2) above.

(b) A formal complaint of sexual harassment is a document filed by a complainant or signed by the Title IX Coordinator alleging sexual harassment against a respondent and requesting that the recipient investigate the allegation of sexual harassment. Further details may be found in Policy JCAC Sexual Harassment of Students and GAEB Sexual Harassment of Employees, which may be accessed on the district’s website at Policy JCAC Sexual Harassment of Students and GAEB Sexual Harassment of Employees website. A paper copy may be obtained from the District’s central office at 179 W. Athens St. Winder, GA 30680.

(c) The District will respond to a complaint of sex discrimination or harassment (other than a formal complaint of sexual harassment) in accordance with Policies JAA Equal Educational Opportunities and GAAA Equal Opportunity Employment. The District will respond to a formal complaint of sexual harassment in accordance with Policies JCAC Sexual Harassment of Students and GAEB Sexual Harassment of Employees. Those policies may be accessed on the district’s website at Policies JCAC Sexual Harassment of Students and GAEB Sexual Harassment of Employees.     With a Bachelor of Science Degree in Middle School Education from the University of Georgia, Dr. Al Darby began his educational journey in 1998. Since then, he has received a Doctorate in Education, with a focus on Educational Leadership from Nova Southeastern University in 2010. He received a Specialist degree in Educational Leadership from Nova University in 2007, and a Masters degree in Educational Leadership from Clark-Atlanta University in 2003.

    Dr. Darby graduated from Winder-Barrow High School and then went on to become its principal. He's worked with Barrow County School System since 2004. Before that, he was a teacher and assistant football and basketball coach in Jackson County. He's also taught in the Social Circle School System and worked as the head boys basketball coach.

    In his role as Chief Administrative Officer for Athletics and Student Affairs, Dr. Darby works to develop and implement the strategic vision for district interscholastic activities and athletics, which will include providing support and staff development at all levels.
